1- You should add the Weather status when creating a scene/automation (Such as: when it is Rainy Shut down shutters) etc…
2- When turning ON/OFF a device or similar action you should put Hours Before/After Sunrise/Sunset. Only 30/60 Minutes are not enough for some situations.
Try to use IFTTT.
