I have old Sonoff devices, and they show up in the app as local devices, and they work fine without internet.

Are these genuine Sonoff products? I don’t recall seeing a model like the one in the picture. It looks like a different manufacturer pretending to be similar in appearance to the Sonoff S61STPF.
This could be a problem, it could be that eWeLink doesn’t support all the features for an unofficial product from another manufacturer.
In the app, you can create a support ticket and try reporting the issue/requesting the model to be added there.
eWeLink supports many different manufacturers, though Sonoff is probably the most popular.
Yours don’t appear to be Sonoff products. They’re at best somewhat compatible with eWeLink. However, many manufacturers sometimes lie about eWeLink compatibility, either not working at all or only partially working.
In your case, it may be that this particular model isn’t fully supported by eWeLink, and that’s why you’re missing this feature, or the devices you bought don’t have it anymore.
The only thing you can do is make sure you have the latest version of the eWeLink app and that your devices have the latest firmware.
Also, create a support ticket through the app with detailed descriptions and device information. They might respond someday, but there’s no 100% guarantee.
From a regular user’s perspective, there’s probably nothing more you can do. You can ensure that your devices are on the same LAN and have seamless communication within the LAN. For this feature to work, the device running the app must communicate with the IOT. Disconnect the internet for a few moments and see if the option appears in the app.
