For energy monitoring smart plugs, what is the correct way to enter the kilowatt hour rate into the app?

For example, If the kilowatt rate is 16.354 cents, do you enter it as 16.354, or 0.16354?

If you enter 16.354 cents and you have consumed 100kWh, so the cost will be 16.354 x 100 = 1,635.4 cents

If you enter 0.16354 and you have consumed 100kWh, so the cost will be 0.16354 x 100 = $16.354

So, makes more sense the second option.
