Why a device does not return to the last state after a power outage but remains off?

This may be caused by your inching settings for the device. When inching is enabled on a device, the power on state settings will not work. According to the firmware, when a device is in inching mode, its final status will be off. Therefore, they will override the settings of power on state and remains off directly.
